JOB SUMMARY

This position is responsible to perform all operational and safety functions at the airport during an assigned shift, operating within established guidelines and procedures. Ensures the compliance with the Federal Regulation requirements of CFR Part 139 and, to a lesser extent, TSR Part 1542.

 

ESSENTIAL TASKS, DUTIES & RESPONSIBILITES

  1. Assures that CRAA Airports are effectively and efficiently operated in a safe and secure manner and in the best interest of the general public by maintaining constant awareness of all facilities and activities on the airport property affecting tenants and the general public in accordance with all established rules, regulations and criteria of federal and local governments and other policies.
  2. Responsible to maintain compliance with all aspects of the Airport Certification Manual (ACM). Duties include but are not limited to:
    1. Daily inspections of the airfield identifying any discrepancies, issuing proper notifications, and ensuring a proper resolution.
    2. Monitor airfield for presence of wildlife and take proper means to eliminate the wildlife hazard.
    3. Monitor construction and maintenance activity to ensure compliance with Part 139 and Part 77 standards. Represents Airport Operational interests in regard to airfield construction and maintenance projects in and around the airfield. Tasked with opening and closing of pavements and other sections of the airfield.
    4. Issues appropriate NOTAMs and field condition reports.
    5. Conducts required initial and annual recurrent Part 139 training of CRAA personnel and contractors of the Authority.
    6. Conducts Non-movement drivers training as well as initial and recurrent movement area driver training.
  3. Leads and attends various meetings pertaining to the operational functions of Port Columbus, Rickenbacker, and Bolton Field Airports and documents important information as needed. Leads and attends various meetings pertaining to airfield/airport safety and efficiency; coordinates NOTAMs that affect the operation of the airfield as needed. Ensure the impact to airport operations is minimized..
  4. Responsible for special projects and on-going collateral duties as assigned on an individual basis. Conducts research and develops procedures for enhancement of airport safety.  Researches and completes special projects as assigned for Port Columbus, Rickenbacker and Bolton Field Airports.
  5. Assists with the compliance of the Airport Emergency Plan (AEP). Takes initial lead for the Operation Division in emergency operations and takes prescribed precautionary measures in case of landside, airside, and terminal incidents or emergencies. Incorporates and adheres to NIMS/ICS procedures during emergency events.
  6. In accordance with TSR 1542, assists with the compliance of the Airport Security Program. Monitors airfield and terminal areas enforcing the CRAA Rules and Regulations and take corrective actions when necessary. Assists Transportation Security Administration (TSA) and Airport Public Safety with terminal and airside security breaches (sweeps and contacts proper personnel) and other security incidents. Coordinates with Airport Public Safety, local law enforcement, United States Secret Service, and FBI on matters of security and safety necessary for special events, activities, and for the arrival of visiting dignitaries.
  7. Performs necessary functions during snow and ice control operations (including but not limited to):
    1. Must be available for snow and ice control operations.
    2. Performs pavement friction testing, prepares field condition reports and disseminates information to tenants and stakeholders in a timely manner. Documents winter event data and summary information.
    3. Works with airside tenants, landside tenants, and Air Traffic Control in coordinating runway and other pavement areas  for snow and ice control  operations to accommodate the tenants'   peak operational times, when possible.
    4. Responsible to monitor winter weather conditions both landside and airside. Uses the airport's pavement sensors information system (RWIS).
    5. Back-up monitor of contractors and non-airfield maintenance staff performing snow and ice control removal functions in public areas, drives and sidewalks to ensure safe conditions when inclement weather persists.
    6. Reads and monitors weather forecasts and radar data. Initiates pre-storm coordination with other CRAA staff.
    7. Monitors de-icing activities and ensures that de-icing is taking place in designated areas.
    8. Performs Deice Pad Control duties (CMH only).
  8. Represents Airport Management during certain days and hours of the workweek. Reviews airport development documents and plans and provides input as requested.  Initiates notification to Building Maintenance and Airfield Maintenance when discrepancies, problems, and repair issues are identified.  Schedules airport operated terminal gates for charter and signatory air carrier use.
  9. Provides support to the Airport Identification Office (AIO) Security Coordinator, as needed; operates identification and accesses control equipment including lock and key functions for security purposes as needed.
  10. Provides supervision and instruction for students participating in the Airport's Co-Operative Education Program.

JOB REQUIREMENTS

Education & Experience:

  • Bachelor's degree in aviation management, business, public administration or related field. Equivalent education, work experience, knowledge and skills may qualify.
  • One (1) year of civil aviation operations preferred.
  • Must possess and maintain a valid driver's license

 Knowledge, Skills and Abilities:

  • Working knowledge of airline and airport operations, fixed base operators.
  • Knowledge of airport administration and procedures.
  • Considerable knowledge of FAA certification requirements, policies and procedures; 14 CFR Part 77 and 139, TSR 1542 and 1544 and applicable Advisory Circulars and Security Directives.
  • Knowledge of snow removal and ice control operations.
  • Ability to work snow and ice control operations.
  • Proficient with the Microsoft Office Suite.
  • Ability to work shift work, including weekends and holidays, on a rotating basis.
  • Ability to work overtime.
  • Ability to be on-call and respond on a 24 hour basis.
  • Must be flexible with work hours.
  • Crisis Management skills.
  • Ability to analyze situations quickly and objectively and to determine a proper course of action to be taken in an emergency situation.
  • Ability to plan and coordinate multiple activities occurring simultaneously.
  • Ability to exercise judgment and discretion in establishing, applying and interpreting policies and procedures.
  • Ability to identify various aircraft.
  • Ability to communicate effectively verbally and in writing.
  • Ability to establish and maintain effective working relationships with co-workers, representatives of other agencies, and the general public.
  • Ability to type, operate computer equipment, and use wildlife pyrotechnic devices.

PHYSICAL ACTIVITY & REQUIREMENTS

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and or a negligible amount of force to constantly move objects.  If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and worker sits most of the time, the job is rated Light Work. Some exposure to risk of accident and requires safety precautions.
