GENERAL SUMMARY

Supports, configures, and customizes enterprise software and/or database applications, ensuring server-based and application solutions are operational. Provides end user support, training, and vendor engagement to ensure applications and data are operating as desired.

 

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Installs, maintains, and monitors the Authority's enterprise software systems, databases, and their corresponding integration components.
  • Maintains line of business application systems including third party purchased software and custom developed solutions (i.e. Dynamics NAV (ERP), SharePoint, PCM, ERSI GIS, Team Foundation Server, AMAG, CCTV, and ATS).
  • Develops and implements solutions coordinating activities across the enterprise or its departments. Evaluates existing components or systems to determine integration requirements to ensure final solutions meet organizational needs.
  • Manages and maintains application availability, information flow, and problem escalation and resolution. Evaluates and recommends changes to software and database environment to meet organizational needs.
  • Maintains strong working relationships within Technology Services and its business partners. Collaborates with cross-functional business partners, peers, vendors and leadership to execute technology initiatives to meet performance, security, and business objectives.
  • Helps ensure enterprise solutions are reliable, secure, scalable, supportable, and responsive. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of complicated and diverse technology tasks.
  • Works as part of a project team to identify and implement database and software solutions to support improvements and growth. Effectively plans and executes projects to achieve quality, customer satisfaction, and budget objectives.
  • Develops standards and guidelines for the use and acquisition of software to protect sensitive information. Plans, coordinates and implements security measures to safeguard information in computer files against accidental or unauthorized damage, modification or disclosure.
  • Maintains applications system access control and auditing.
  • Provides education and knowledge management for line of business applications. Provides consistent documentation on common issues and resolutions for application systems. Provides user training on application hardware/software packages, as required.
  • Establishes relationships with business unit representatives to enhance and expand the functionality of individual productivity applications. Helps facilitate change management plans to communicate updates, maintenance schedules, risks, or other key updates between customers, staff and vendors.
  • Works with Business Systems Analyst to accurately scope business needs by gathering business, user, and functional requirements from individual business units to determine appropriate solutions.
  • Assists business units with analyzing functional processes and mapping the process to the technology solutions needed. Conducts regular reviews with management of performance metrics to ensure individual service or product delivery, schedules, quality, reporting and expectations are met.
  • Manages back office data retention software systems, including databases and file systems. Ensures system backups and recovery requirements are met by working closely with Technology Services Infrastructure Operations team members.
  • Researches and recommends innovative and automated improvements for system administration tasks. Identifies capacity requirements, productivity enhancements and future needs for the Authority line of business applications. Researches, evaluates, and implements new system administration products, standards and processes.
  • Plans and executes the installation and testing of new products and improvements to computer systems and databases. Modifies existing databases and database management systems.
  • Monitors and manages systems and services to meet security, dependability and reliability requirements including after hours on-call coverage for evolving 24/7 operation. Troubleshoots application system errors and access issues through resolution.
  • Monitors upgrade release cycles and security patch releases for software managed in the IT systems environment. Applies patches and upgrades on a regular basis, configures and adds new services as needed.
  • Creates high level and detailed design specifications for complex business requirements spanning multiple enterprise systems.
  • Coordinates testing activities with business partners and 3rd party integrators.
  • Leads overall ETL solution architecture, development, and delivery.
  • Reviews project requests to estimate time and cost required to accomplish project.
  • Provides ongoing support for business critical applications in development, test, and production environments.
  • Maintains a technical competence commensurate with current technology for self, based on role requirements
  • Performs related work as required.

 

QUALIFICATIONS

Required Education and Experience

  • Bachelor's Degree in Information Systems, Information Science, or a related field
  • Five (5) to seven (7) years of experience working with server-based software, performing systems management, custom solution development, and customer support
  • Previous experience working with Dynamics NAV (ERP), SharePoint, PCM, ERSI GIS, Team Foundation Server, AMAG, CCTV, and/or ATS strongly preferred

COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES

Knowledge of:

  • Project Planning, Design, Development, and implementation methodologies
  • Application integration across every tier, including desktop, application and middleware tiers, database, and business intelligence
  • Knowledge of .NET platform and object-oriented programming along with an understanding of middleware, web integration, and data warehousing principles
  • Relational database skills and experience on Microsoft SQL Server including logical design, development of queries and packages/procedures, data analysis, and data integration
  • System Architecture Design, including principles of networking, TCP/IP, ntier system and client-server
  • Data Architecture, design, security, data management, system documentation, and support documents
  • Development frameworks, application platforms, message queuing, ETL frameworks and patterns, and SOA
  • Full software development life cycle including requirements analysis, functional and technical design specification, documentation, quality assurance processes, source control, maintenance and deployments
  • Creating appropriate technical design documentation, including conceptual solution approaches, options analysis, and detailed models
  • Process mapping methods and process flow diagramming
  • Windows IIS 7, web services, SOAP and XML
  • Application support experience with MS SQL and MS IIS
  • Microsoft Office suite of applications; MS Exchange and MS SharePoint
  • Current industry trends, architecture, technology changes in assigned areas using multiple sources and methods
