Leads and/or consults with Columbus Regional Airport Authority Departments on various types of purchasing solicitations, mitigating risk through contract creation, negotiation and administration to ensure the best value for the Columbus Regional Airport Authority.  Responsible for ensuring compliance with all applicable purchasing regulations and policies when approving end user purchase orders. Commodity and Service areas may include:  goods, general services, professional services, and construction services.



The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Leads solicitations for the purchase of related goods and services, including creating solicitation and contract documents, developing requirements, managing selection teams, stakeholders, and project schedules, evaluating bids and proposals, and negotiating resulting contract awards with vendors.
  • Coordinates procurement activities with other Departments, business purchasers, or end users.
  • Approves decentralized purchases made by other Departments, including approving Purchase Orders in Navision (NAV), ensuring compliance with regulations and policies, and negotiating or re-negotiating contractual terms with vendors.
  • Monitors contract expiration dates, collaborates with end user departments on strategic procurement planning, facilitates contract renewals, and monitors vendor performance.
  • Manages documents in accordance with records retention policies, and responds to public record requests and vendor disputes or protests.
  • Develops operational procedures governing the disposal, transfer, and reutilization of personal property and equipment, designates surplus supplies, and oversees their selling, trading, or disposal.
  • Advises on procurement matters to personnel delegated with the purchasing authority and administers the preparation, verification, abstracting, controlling, or closing out of procurement documents.
  • Performs related work as required.



Required Education and Experience

  • Bachelor's Degree in Business Administration, Procurement and Contract Management, Supply Chain and Logistics Management, or a related degree
  • Three (3) to five (5) years of experience writing contracts and negotiating terms and conditions

Preferred Licenses or Certifications

  • Certified Public Procurement Buyer (CPPB)
  • Certified Professional in Supply Management (CPSM)
